Head Start State Collaboration Office Background

The federal supplemental funds are intended to help the overall goals of the Head Start – State Collaboration Office, which are to:

1. Assist in building early childhood systems and access to comprehensive services and support for all low-income children;
2. Encourage widespread collaboration between Head Start and other programs and services (including health care, welfare, child care, education, family literacy, community services, services to children with disabilities and homeless children) and;
3. Facilitate the involvement of Head Start in State policies, plans, processes and initiatives affecting the Head Start target population and other low-income families.

Head Start State Collaboration Offices (HSSCOs) exist “to facilitate collaboration among Head Start/Early Head Start agencies and entities that carry out activities designed to benefit low income children from birth to school entry, and their families”. HSSNCOs provide a structure and a process for the Office of Head Start (OHS) to work with state and local entities to leverage their common interests around young children and their families. Working together, they formulate, implement, and improve state and local policies and practices.
